Sometimes listening really closely to what people are saying can give a revealing insight into what they are thinking.

At Tuesday's Council meeting Cllr Neil Sandison (Lib Dem, Eastlands) asked what the Council was doing to introduce LED (light emitting diode) lighting into the shared areas of Council housing. A conservative cabinet member told him this was coming along but not because this would reduce carbon dioxide emissions (as Neil had suggested) nor even because it was cheaper and would reduce tenants' bills (again as Neil had suggested) but rather because LED lighting would give clearer images on CCTV footage.
